Matthias Stürmer is a Professor at Bern University of Applied Sciences (BFH), Head of the Institute for Public Sector Transformation at the BFH Business School, and Head of the Research Center for Digital Sustainability at the University of Bern. As a lecturer ("Privatdozent"), he is teaching, researching, and consulting on digital sustainability, open source software, open data, open government, ICT procurement, and natural language processing (NLP). Previously he worked as IT advisory Manager at EY (Ernst & Young) and as project leader at Liip AG, a Swiss software company creating agile Internet solutions based on open source technologies. In 2009 Matthias finished his doctoral dissertation as the Strategic Management and Innovation Chair at ETH Zürich, focusing on open-source communities and firm involvement. He studied business administration and computer science at the University of Bern until 2005, writing his master's thesis on open-source community building. Matthias Stürmer is president of the Digital Impact Network, president of the open source association CH Open, and co-founder and member of the board of Opendata.ch, the Swiss chapter of the Open Knowledge foundation. As a Smart Capital Region's steering committee member, he supports digital transformation in the cantons of Bern, Fribourg, Wallis, Neuenburg, and Solothurn. He is the secretary of the Swiss Parliamentarian Group for Digital Sustainability (Parldigi) and was a member of the city parliament of Bern (2011-2019).

Demetrios Sarantis is Postdoctoral Fellow at UNU-EGOV. Demetrios graduated in Electrical and Computer Engineering by the National Technical University of Athens, holds a MSc in Operational Research and Information Systems from the London School of Economics and Political Science, and a PhD in e-Government from the National Technical University of Athens. He has been employed in software industry and in the Hellenic Telecommunications and Post Commission (EETT), deploying and managing information systems and services and supporting database information infrastructures. He has also worked as researcher in e-Government Unit in Decision Systems Laboratory of School of Electrical and Computer Engineering at the National Technical University of Athens (NTUA), participating in national and international research projects, in the areas of Government Transformation, Interoperability Frameworks, eParticipation, eGovernment, Process Modelling and Re-engineering in Public Sector. He has worked as researcher in Yale University (USA) in the area of Ontology Data Modelling in Biomedicine. His current research interests are Data Modelling-Ontologies, e-Governance. Public Administration, Information Systems Interoperability and Smart Cities.

Alexandre Barbosa is the Head of the Center of Studies for Information and Communications Technologies (CETIC.br), a Unesco Category II Center for developing an information society based in Sao Paulo, Brazil. Mr. Barbosa is in charge of several nationwide ICT Survey projects in Brazil aimed at producing ICT-related statistics and indicators. Mr. Barbosa holds a Ph.D. in Business Administration from the Getulio Vargas Foundation, a Master's Degree in Business Administration from Bradford University, a Master's Degree in Computer Science from the Federal University of Minas Gerais, and a Bachelor of Science Degree in Electrical Engineering from the Catholic University. He has conducted postdoctoral research at HEC Montreal in Canada. |
